How to determine the tariff category
For budgetary institutions, the procedure for determining the tariff category of employees is different. In this case, it depends on the results of the attestation, although when charging works and assigning grades, data from the “Unified Qualification Reference Book of Managers, Specialists and Other Employees” (CEN) is taken into account.
CEN lists the qualification characteristics of management positions, specialists and employees of budgetary institutions. For each position, the specified duties and requirements that are imposed on the level of knowledge and qualifications are indicated. Examine them and select from the directory those positions that correspond to those listed in the staffing table of your budget organization. Attract to work on the pricing heads of departments and departments. Together with them, determine the level of qualification (grade) for each regular unit.
As a methodological document, use also the “Tariff-qualification characteristics (requirements) for industry-wide positions of employees”, which were approved by the Ministry of Labor of the Russian Federation in 2002.
Examine the regulations on how to conduct certification for compliance with the positions held by managers, professionals and employees. When carrying out certification, follow the guidelines approved by the Ministry of Labor of the Russian Federation "Guidelines for improving the organization of wages".
Develop in the organization "Regulations on certification of employees of budgetary institutions", "Regulations on the attestation commission", which will set out in detail the rules of its work. Make and approve at the head of the organization a list of indicators by which the business qualities of the employees corresponding to each category will be assessed. Develop forms of certification documents. Not less than a month, inform employees about the upcoming certification.
