How to make house rules
The regulatory framework, which should guide the development of rules of internal labour regulations is the Labour Code of the Russian Federation, article 189 and 190. They detail a range of issues regulated by the rules and the procedure for their approval. Like all organizational and administrative documentation Rules should be designed in accordance with GOST R. 6.30-2003.
The Regulation must take into account the structure and specificities of the organization, to more fully capture typical situations that arise in the process. Mention in their treatment of employees with irregular working day and stipulate conditions under which people are included in the appropriate list that will work in terms of normalized time.
In the general provisions of the Rules, establish their action and indicate the scope of their distribution and the order of revision.
In the section "fundamental rights and obligations of the employer" note that they include the proper organization of employees, providing them with all necessary equipment and facilities, creation of healthy and safe working conditions. This also should improve the system of remuneration and to ensure labour discipline. In addition, the employer must provide employees specified in the labour code, guarantees and compensations.
Include in the Rules a section on fundamental rights and duties of the employees or staff. These include hard work, adherence to labour discipline, timely execution of the orders of the authorities, adherence to safety, polite behavior and content in order your workplace. If necessary, we can also incorporate the requirement of commercial or official secrets.
Describe the procedure for the receipt, transfer or dismissal of the employee. Specify the list of documents that should be submitted when applying for a job, the order of probation, its duration. In this section, describe how the organization's actions, if necessary, the transfer of an employee, termination of the employment contract, etc.
Be sure to specify in the Rules mode of operation: the start and end of the working day, the beginning and the duration of the lunch break for normal, short and pre-holiday days. If necessary, install the special breaks for certain categories of workers. Here it is necessary to set the length of annual and additional holidays of labor, the reasons for their provision.
A separate paragraph, specify the types of encouragements for successes in work and responsibility for violation of labor discipline. Specify the types of violations that may result in disciplinary action.
Approve the Rules with the representative body of the employees and sign them with the head of the enterprise. As a rule, they are attached to the Employment Contract.
